He was indeed spiking in the replay you've provided above. However, as soon as you informed him about his net issues - he left the room and came back after one minute and a half. He was still lagging a bit but no one (including you) have said anything about it so he thought he fixed it, then you killed him and he left the room. I've just talked to him and he said that he has restarted his router as soon as you informed him about his net issues and then he came back, no one complained which is why he stayed in the room for another two minutes.
I suggest you to contact one of the GMs next time, I can see that TomasEdison was online when it happened.
