Hi Nosey,
According to the replay, he indeed kept spiking after I left the room. Therefore, the user has been given a warning + offline message.
It's in order to prevent future inconveniences. Basically, to encourage him to leave the game once his opponents complain about lags and fix his internet issues before joining back.
