Looks like a Game Moderator was in the game during the time in which the spiking occurred. I would strongly recommend contacting them as they can mediate the situation.
Anyways, it seems like after you told Musturd that he was spiking, his internet became stable causing a bit of confusion on both sides.
I will contact MusturdCake and talk to him about his internet issues as this could've been handled by the GM in game.
