Then they can make it cap at 60 and none will have an advantage over others in such events

Adding to this, it will be a great idea to cap everyone’s fps to 60 so that there is the same advantage for everyone.

Everything that helps is something that helps. Getting everyone to be 60 fps would already make things more equal than it is currently, but am not sure if it's possible to limit people fps or put a minimum for that matter.
