The user was not underclocking, he was having net issues and it can be seen by holding the "Tab" key in order to see his unstable ping which went from 10 to 150. You haven't informed him about his glitchy movements either so maybe he wasn't aware of it which is why I'm not gonna give him a punishment.
In the future if you see someone with glitchy movements, you should let him know and if the user igonres you then you can either contact one of the GMs by using the "/staff" command or by kicking the player from the room.
