First of all, not gonna punish him for stealing meds nor stalling, you or anyone else can kick him for doing it.
Secondly, do you have more evidence of him spiking?

You've provided a replay of 3: 47 minutes but you only told him he's spiking at the last 40 seconds, not to mention you actually told him once and not twice (according to the evidence you've provided). Also, he wasn't really playing at the round after you've informed him and you literally stopped the replay as soon as he asked "guys am I spiking?" and someone said he does, dunno what happened later so I have no clue whether he continued to play or not, hence more evidence is needed.

You probably provided the wrong screenshot, take a look at it again, you're not even saying anything there.
