Reason: Spiking everywhere

Proof/Evidence: I've already told him to fix his spikes but yet he ignored and keeps on playing in Clan War.

Captured his ping every game.

In the CW match in Town, the user did not have particular spikes and his overall movements were stable.
In the CW match in Factory, the user was indeed spiking and ignoring your warnings. However, you warned the user to fix his spikes once only, which isn't enough - "it is mandatory that you inform the user of his lags / spikes and give him the chance to fix it at least twice" (quoted from here).

Anyhow, an offline message has been sent to the user in order to encourage him to fix his internet issues when he's accused for spiking/lagging ever again.
