You've provided a replay of you being in a room with 2 users who had net issues (both of them) so it's hard to tell whether it was you or them. Anyhow, I assume he didn't listen to your warnings because you literally flamed him (https://imgur.com/a/H6NWbJP) which is something you shouldn't do.
I gave him a verbal warning just to remind him the rules. Don't forget you can also vote kick laggers/spikers or use the /staff message function to call one of the GMs.
