It's really not that hard to get a decent pve that gets you going. Plus I don't think there's much of a point to donor pve (not mentioning its a lazy p2w proposition) when there are only a few quests that get spammed anyways. you dont need a certain pve to do any quest and you can always change the difficulty. I've gotten all my high pve's in lower difficulties.
