add delay tag that sets the delay of all training shotguns (and other guns?) to X amount only in training rooms, main usage for this is the fact training sgs are all at the same delay and not everyone plays double sg with the same delay/shotgun type. this eliminates issue of practicing w different delays while using training sgs in your own room. (and i can finally practice with 500 ammo limit breakers)
