I think the effect OP wants is to essentially just have an infinite clip. I'm not sure if Instant Reload affects reload shots because I think I saw it implemented somewhere else at some point and IR had the effect of making reload shots automatic since you 'reload' after every shot.
If IR just gives you 5/20 in perpetuity no matter how much you shoot without affecting anything else then I support this idea.
