I think something like this is a good idea. A lot of players already feel like events aren't rewarding enough with how expensive the event shop is.....
Honestly, I think a lot of it has to do with how event points are distributed in the first place. If more people were rewarded, or if everyone got 1 EP for participating, something like that would go a long way to encourage participation.
