It is traceable even if he deleted the char already. He knew it's wrong since he deleted his char thinking it won't be possible to find him. Therefore, user has been warned.
For future references, you can use the "/ignore name" function on such users, he received a punishment because he created a char about you, went into your room and flooded the chat, but we won't punish anyone who accusing you of things (even if they are wrong).
