No Jaka's rule dosn't apply to everyone, it was just a suggestion which dosn't have to be followed, even though it would good if you did.

well i can understand its annoying when u did not (yet) donated and you're get killed time after time by donates. I totally understand it. And yes, i totally agree with people making a non-donor room, because not everyone has the financial priviliges to buy them.

SO, what i like to do is this:
