They need balancing... that's it.
Current Hotshots Lvl 1, 50x4 clip, 1 damage, 150 delay
Current Shotgun Lvl 1, 5x6 clip, 5 damage, 1100 delay
To get a balanced idea, you need to make the two guns similar in damage.
Hotshots Lvl 1, currently, empty their clip of 50 in 7500 delay, and deal 50x1x7 = 350 damage(at point blank range)
Shotguns lvl 1 empty their clip of 5 in 5500 delay, and deal 5x5x7 = 175 damage(at point blank range)
Suggestion:
New Hotshots lvl 1, 30x6, 1 damage, 150 delay
Alternate new Hotshots lvl 1, 40x5, 1 damage, 190 delay
Go up by 1 damage every 30 levels. Do NOT lower the delay for higher levels.
