On August the 15th I started up my laptop and I was attacked by a mass opening of folders.

After spamming "alt+f4" I guess my desktop reseted itself and the folders stopped popping up...then I realized something. 23 empty folders had appeared on my desktop. I can not delete them. This happens everytime I start up my laptop.

Virus.... I suggest running any scans you can to find out where it is.
    Her eyes,
    They burned like wild fire,
    She had came.
    Came to take her desires,
    By force,
    Or...,
At least she's a damn good liar.

Get Unlocker. Google Unlocker, and download the thing that talks about unlocking files. Follow the instructions on how to use Unlocker, then once you have it running, delete the folders. It'll give you the same message, but then give you a menu of what to do to said files. Just choose delete and they are gone.

Does it work even though it gives me no confirmation message to delete the folders?

It should. If it doesn't, I'm not sure what to tell you.

Unlocker has a Delete on Boot feature if it fails to delete it.
For that you can also use Killbox.

Google and Download HiJackThis do a scan and post the Log.
So i can read through it and try to find suspicous entries.

Thanks for the help hellsniper. Unlocker deleted the folders but now I'm running a full system scan.
