This was my opinion as well, but since YOU made this thread, I'll explain why Xemgin his posts are so annoying.

It's not his fault, he just sucks at English, I've been making a lot of screenshots because I was going to report him and I found out that he never says something with content because he's not able to express himself in English.
I received a PM of Xemgin when I told him I was going to report him, and all I could make of the PM (which was about 20 sentences) was: Go ahead, I don't care. < For which he needed 20 sentences to say it in other words.

He just sucks at English and that's why his posts all look alike.

Its not about grammar nor is it about the way he spells his words... You here think its all about it but not everyone is 18 years old and studies english on an avarage lvl, okay?

The only thing thats annoying is that if he makes replies that doesn't makes any sense, which is most of the time with: Good luck or something comparable with that. I made that quite clear, maybe it is annoying for you because of his english but just get over it because you're not gonna get everyone here to talk a 100% proper english, change that attitude.

To Xemgin, this seems as a personal attack, just looking for a way to make you stop the so called "spamming", to show you that it is clearly annoying ¬¬.
