the brightness is okay i guess, i like it and can't seem to find a bad point at it even tho something about it is bothering me!
the colors match eachother, so good job on that.

i dislike the border and the 2 colors used in the bottom left corner. it's random and totally unneccessary but i see you've done that in more tags hehe.

also i dislike the placement really, there's no flow going on and it just seems odd in my eyes, also the size is really big and with this kind of placement you create alot of empty space wich could ruin the tag. also the blue soft brushed dots are fine but, you need to pump them up with adjusted layers I.E Screen/lighten/Lineaire dodge ( add )/color dodge.

good job, i see improvement already.

also on the PM, where you asked where you could find some decent tuts, i'd suggest GFXvoid.com that's the place where i started gfx and still am even tho i haven't used any tutorials since i just started.
