In the replay he leads just like what he said, 1/3 or 1/4 body.
Wouldn't that only apply on 70-140 pingers?
200 ping is more than how he's leading, he's actually aiming at a close lead of 1/3|1/4.
I lead 200 pings more than that and it seems like I don't hit him with my lead which is 1.5~2 body lead.

He has received a warning and is now muted.
Most of the game moderators said that he's not underclocking. (I couldn't find any underclocking things in the replay either.)

I have this feeling now that actually no one is ever ready to do anything.
There is almost no such thing as ready. There is only now.
And you may as well do it now. Generally speaking, now is as good a time as any.
