Rush goal : Essence Reaver + Ludician boots, after go tear (manamune) with Phantom dancer.
Not that I have the 15% cooldown on summoner spell masteries so I tend to get the blue tier upgrade for more cooldown on flash n heal :p.
My build makes you spam big Q and W (3.4 s or so)

Looks good for jinx with tristana and missfortune. I rush rapid fire cannon essence reaver, ie ,bt ,pd , and finish on the way to full build cdr boots or attackspeed boots and my damage is insane.

My idea was to get 40% cd, a huge cd on summoners, able to spam your spells but you do way less dmg.
It is more of an ulity assist build for teamfights/chases (W spam for slow 'n catchin').
