If I had to judge my own case I would've given myself a warning, maybe a 75 chat ban because of my salty and early chat bans I had in 2015.

People who have over 500 chat restricts will remain to be chat restricted forever (perma ban chat) = no rewards I guess?
For me: I got banned for 14 days for calling someone 'bad' + 'boosted player' which is in Lyte his eyes 'excessive toxicity' I guess :')
Unlucky me, but I have some friends who will join my 3s team. Free Dia borders for them xD

Also perm restriction is logical not to reward them, same for boosting.
