Rek'Sai was only nerfed since release... rip
But her damage still remains the same compared to last patch, the new ult cd is horrible though.
Nerf on E tunnels is fair enough and doesn't hurt too much, same for Gragas E.

Problem with Evelynn is that her early clear is utter shit, she loses so much HP and has to back really early + if invaded you are guaranteed to be death or waste or flash. The R buff is nice to have, but won't help her in the early stage.
