No, only buy statik if you have that 800 G after IE (or before IE).
If you got enough gold once you have a zeal for PD always go for PD (more atk speed, crit and move through minions).

it also depends whether you're using attack speed runes or not
if you're using attack speed runes then you better go for statik shiv for the burst, if not then go for phantom dancer

I only am sharing what forgiven once said, if you can insta buy PD when having a zeal, do it else get statik.

There are people who care to wait for PD though because the benefits of PD having high crit chance/att speed and also its unique passive somehow being use to escape minion aggro for me.
