Uc means Underclocking. Uc slows down movement in-game. You can tell easily spot ucers, depends on the server also.
What I do is check reports then review the recordings. I've figured out what uc looks like on FGunz pretty much.
You could also check the completed reports section and find a uc recording. Watch it and you will understand what Underclock looks like.
