It's not about the design. I don't care about it.
LED or TFT is better.
The contrast also matters.

I wouldn't recommend either. I will probably never go below 1920/1080 again on a monitor.

Seeing so little on my screen would annoy me.

Honestly, you won't see much difference between the two, just pick your gut reaction one or the cheaper one.

After reviewing both of the monitors I decided not to spend my money for the one of them.
Since they are not Full HD, the changes won't be big because my current monitor is Philips 170S.
If I buy one of them the difference would be :
Resolution - 1366x768
Widescreen 16:9
