    Well, The problem is that you probably have the Bitdefender antivirus.

    How to fix:
    Open Bitdefender from the tray


    Click the settings button, black line to show where to click (Ignore autoscan: OFF)


    Now, Turn off the two modules:


    You can turn them back on once you are in-game
    I am sorry I don't have a permanent fix, Tried to investigate for a permanent fix, no luck yet.
    Thread will be updated if there's a permanent fix.
    Solution 3 (your computer might have a service called "Hyper-V" installed):
