    - What language pack is your operating system using, or is it English?
    - Is compatibility mode enabled for launcher.exe (Right mouse click, properties, compatibility tab.) If so, disable it, if not, try to select an other OS.
Tried to change the os, not either.
    My lang pack its hebrew.
    It always worked.
    - Yes it calls Launcher with capital L - http://gyazo.com/0d436582324565c39405befd427abc17

According to some people, this can be caused by your anti-virus.

Temp disable your anti-virus and try it again.

Someone with Bitdefender had the exact same issue and he managed to temp disable it. (Which fixed the issue.)
