Every major release in the GTA franchise was released for Windows at least half a year later. Who's to say GTA 5 will be any different?

61SR, Roy meant the lack of a release date currently scheduled for the Windows PC, for GTA5.

It's unlikely that they wouldn't release it on PC, as;

GTA 5 Wont be coming on the pc by the way.
