That, my friend, looks like a maroon brush overlay with some spots erased with another brush, then a luminosity layer using that same brush/ erase-brush technique with white on 50-60 opacity. Slightly smudged on both layers afterword.

Just a guess though, thats how I would do it at least.

A galaxy smudged and oversaturated? That's what I would do. If you want an easy way...

I sort of got the effect I was looking for xD

Search "Nebula" on google and play with it.

[Nickachu]

screen + color dodge
and play around with colors and brushes.

20seconds of effort and you have it.
