Can anyone explain me why the crosshair doesn't turn red when you aim at someone in-game?

I've been living with it for some time but I'm curious to know why it hasn't be fixed or why it can't be fixed...

No, we disabled it cause my mom said so.
Yes, its disabled for the time being until shotbots are properly patched.
(Theres more ways than just the crosshair to make a shotbot...)
