It is splattered if you even read my above post... It is in blobs. Blobs are similar shape to bubbles.
The name doesnt mean shit.
The guy could've called it a stock and gotten away with it. That's his choice.
This has no longer anything to do with GFX. This is now common knowledge that people know blobs are the same as bubbles and names doesn't change what the object is.

A splatter brush is just a RENDER that can be used more easily. Look at a splatter brush. If you use it, it looks like a water droplet dropped on the floor and SPLATTERED.
This is different. It doesn't look like it splattered.
