Are the 10 People active? Leveling, Playing etc.

It's a terrible thing, I think, in life to wait until you're ready.

There is almost no such thing as ready. There is only now.
And you may as well do it now. Generally speaking, now is as good a time as any.

All the ones you refer must be active in-game. Meaning they level up, kill, death, afk. Those counts too. They just have to be active for the time being and you'll get your event points.
