This wont really get him banned but i guess it will bring more attention to his case he got banned for uc and a while later unbanned usually it takes time to unban someone after a heavy report like that , not gonna go into conclusions but i've seen records of him it does seem like UC and the decision to ban horace was taken by several gm's so ....

I removed all of his contributing points, if the points aren't deducted correctly (The function is new to the new GMCP, doesn't work 100% yet) I will reset them as they've had several other reports against them.
