As you can see in the replay above, this user and I were in a 1 versus 1 on town and out of his what.. 14 shots missed(some actually taking hp/ap)? His 3-4 mid range shots just magically kill me, while I'm hitting him repeatedly.

According the replay, you didn't hit much, you barely PB'd the user. Whenever you hit the user his/her HP/AP decreased to it's correct count of bullets.
