So Cobra declined my report of Consult, but i'm sure he's unlegit so i'm reporting him again

I'll start with Popped : I've watched the replay one more time and I'm sorry that I'm changing my mind, but in my opinion the user is underclocking. It may seems to be not professional that at first I said he's not ucing, but I took another look at the replay and realized that I was wrong.

Now, about Consult. I've watched the replay a couple of times, and it's a little hard for me to decide whether he is shotbotting or not.
In one hand as you mentioned before, there was a round when he couldn't expect that his enemy would be there, and it seems like he killed him by auto shot.
In the other hand most of the time he seemed like a normal player for me.

Therefore I'm sorry to tell you but in my opinion the user isn't shotbotting. However I'm not sure that I'm right about this, so I'll let to the other GMs to reply here.
