Let me quote the rules for you :

If the report is based on clanwar you have to provide a replay with minimum of 3 rounds and minimum of 3 screenshots showing the ping of the user.

As for the underclocking, as I stated before his movements were very glitchy and he pb'd from far. He had some obviously floats and in my opinion this user is underclocking. However I'm not completly sure with my opinion, therefore you will have to wait til other Game-Moderators will reply here.
