Reason: Force Spiking. It happens only when he is alive? Why? Seems a bit fishy to me.. He says he spikes but if I screenshot every time he spiked up to 1-2k ping. I would of had over 30 screenshots.

By the looks of your screenshots, I doubt you have a replay. If do indeed have one then feel free to report him again.
It is essential for a replay to be provided in order to deal with forcelagging reports.
