So think about that, why would I as a normal player join to a quest room which is already in a progress if I won't get any EXP?

Multi-stage quests (Like Superion, and others) and reserving a spot in a quest room for when the other team finishes are two prime examples of why this should be implemented. Otherwise, you'd be able to exploit quest by joining rooms as they're about to finish. Arguably, that could become a service (selling quest room wins) and Late Join could be disabled in rooms. It's something to think about for sure.
