Yeah but disorder doesn't make any sense. IF there is no law u could do bad things with a good consience. In time there would be villages and everything would start all over again.

Exactly that's why he's such a good villian imo, he wants nothing to do with order at all he wants everyone to be free. Basically he wanted Anarchy and wanted everyone to be free. Like that one quote he said before he first flew I forgot what it was x.x but yeah.
