In my opinion the user isn't underclocking, normal movement speed/reloading shots, the user was spiking sometimes therefore he should be warned.

User Fear in my opinion is not underclocking, the user is however randomly spiking every now and then causing a glitch in his movement/play.

I have to say that he user isn't UCing. Nothing is suspicous about him except of minor spikes once in a while.
I dont think a warning should be given in this case if he really was spiking.

Also, as someone who personally knows Fear ,I played with him on another server and I must say he plays the same as he plays here
