Idk much about how overclocking/underclocking affects the ping but from the replay you can see how his movements finish rather quickly and cut short. He tends to also mess up simple moves which shows that he has yet to become accustomed to playing under the influence of OC(or possibly just not warmed up for it at that period of time). The most defining proofs are his sped up reload shots, dashes, and tumbles.
