Can you provide the actual replay and a screenshot of the user's ping? I can barely understand anything from this video. Also, it seems like the user was agent error for you.

It's a bug, it happens sometimes when you see a person who's moving but you can't touch or hit him because his ping is -- for everyone. Next time just kick the person from the room or whisper him to rejoin (if he doesnt rejoin and he keeps putting flags, record it , take a screenshot of his ping and report him again).
