Only having the word GM in your name doesn't mean anything.

For example GM could stand for Ghost Memorial or anything else that starts with a G and a M.

GM can stand for so many things. General Motors, Grand Master, Good Morning, anything really. Just because someone's stupid enough to jump the gun and assume that means Game Moderator doesn't mean that player should be punished for having it in their name. But if the person with GM in their name is stupid enough to go along with it and pretend to act like a GM, that's a whole different story
