I know you've asked for Dave to handle this report, but I guess he's kinda busy and it will a long time till he handles this report so I've decided to handle it instead.
About ^CAg^F - I was spectating him yesterday and today , and he always get scores like 10-0 or 20-0 at CTF rooms while camping with snipers, sometimes he even rejoins to avoid death.
About ^FAspe - It does look like he was swapping , especially at the previous month. Therefore, the character has been reset.
