In my opinion the user isn't underclocking nor overclocking.
About the underclock - His movements are glitchy but that's because he is spiking(you can see it by the screenshots you've provided), his rs is pretty fast, hits are fine as well.
About the overclock - His gameplay is just fast, he combines movements like latedash, blink late dash and one more that i forgot it's name.
