I don't think the user is shotboting because of the following reasons:
First of all, he has a lot of misses. You can see that he just sprays non-stop from a short distance so he has many hits.
Secondly, it's not so hard to be accurate with a spray from a short distance. He always goes near the enemy and only then shoots him.
