Most people don't know they're lagging because their gameplay is most of the time fine. eg;
- when you double chat (chat lag)
- Spikes (some of the time)

My point is, is that even if it wasn't in the rules (in which you can't see) you'd atleast have to try to tell them that they're lagging. Honestly it's not that hard to have a kind heart and to give them a warning before going on and reporting.
