You can change your resolution in the config file.
right click and open with notepad or whatever.

Change the values inside those tags to your desired resolution.
(Unsure how lenient it is, whether it will work or not on such a small resolution im unsure.) worth a shot?

as i said it doesn't work:

"(ie. when you change your config to have 640x480 in the config right now, it goes to 800x600 by default)"

that wont work. if you change it to 640x480 from there, it'll automatically change it to 800x600 in the game
