The 700 ping spike made it very obvious for me there was something wrong, this was no normal spiking.
I can provide a replay and screenshots from the team deathmatch before this 1v1, where he was forcelagging at the start of it.

In-case of high ping, it probably means the user is underlocking.
I was checking both if he was OC-ing or UC-ing, no way he was OC-ing as well as UC-ing, his movements were fine.
He probably has bad internet assuming he is from Philippines.
However, warned for forcelagging.
