    The gpu declocks itself to reduce heat but seeing that you got intel gpu ,i really doubt it's overheating issue.

    Im also pretty sure its not an overheating issue. i really cant seem to find the issue either I even rebooted my laptop lo.

    Download speccy, monitor your temperatures.

    Close any background processes/applications that aren't needed.
    If your unsure on which ones then you could use Razer Gamebooster which would do it for you, works for some and others it doesn't. (worked on my old laptop went from 300fps to 600fps)

    Do you have FPS drops on any other game other than Gunz?

    Lower in-game resolution.

    the only thing I can think of is if nothing works is just a format. (and thats not even guaranteed its going to fix your issue.)

    I downloaded speccy and on summary it says i have 50 c con my cpu and I sitll have about 70 fps on gunz
    Also my ingame resolution is second lowest (I put it on lowest and it still at 70fps)
    I dont play any other games so I wouldn't know.
    One IMPORTANT thing is that when i put it on windowed mode i get 250-300 fps again what could that mean? Its hard playin on widowed lo

    I already formated/rested computer and it really didn't fix a thing lol

    Honestly cbf to read the thread to see what you've tried thus far, all I read was the Windowed mode thing.

    Do you have VSync on?

    Well new laptop, only happens in full screen the only thing I can gather his Vsync is on.
